Three police generals, one of them had just recently retired, will be awarded for the rehabilitation efforts of Boracay during the 118th Police Service Anniversary which will be graced by President Duterte on Friday.
Two of the awardees for the six-month Boracay rehabilitation efforts served as regional director of Western Visayas, Maj. Gen. Cesar Hawthorne Binag and Brig. Gen. John Bulalacao.
Binag is currently the director of the Directorate for Information and Communication Technology Management (DICTM) while Bulalacao retired from the service in June.
The third awardee is Brig. Gen. Jesus Cambay, Jr. who served as commander of Metro Boracay Police Task Force.
“They will be awarded for their noble contribution in the six-month rehabilitation program of [the] country’s crown jewel Boracay and ensuring security and peace and order as a safe tourist destination in the world,” said Brig. Gen. Bernard Banac, spokesman of the Philippine National Police (PNP).
Banac said Duterte will lead the 118th Police Service Anniversary which is celebrated with the theme: “Pinaghusay na Serbisyo, Alay sa Sambayanang Pilipino”.
He said the celebration is in commemoration of nearly twelve decades of the Philippine Police Service that traces its roots to the insular police force at the turn of the century in 1901.
“The Chief Executive is expected to make major policy pronouncements on national peace and order concerns, and other issues affecting the 195,000-strong PNP, particularly in the ongoing police campaign against crime, drugs and corruption,” said Banac.
Banac said other police officials will be awarded while the National Capital Region Police Office (NCRPO) will lead the best units that will be awarded.
For individual awards, the recipients are Police Colonel Nino David Rabaya from PNP Finance Service who will receive the Medalya ng Kasanayan and Achievement Award being the Best Senior Police Commissioned Officer for Administration; and, Police Colonel Eleazar Matta from Police Regional Office 4A who have been adjudged as the Best Senior Police Commissioned Officer for Operations.
Other individual awardees are Police Major Ronnie Golfo from Logistic Support Service for Best Junior Police Commissioned Officer for Administration; Police Captain Allan Benedict Rosete from Police Regional Office 9 as Best Junior Police Commissioned Officer for Operations; Police Executive Master Sergeant Ma. Teresa Goyagoy from Police Regional Office 2 as Best Senior Police Non-Commissioned Officer for Administration; Police Executive Master Sergeant Olegario Forones Jr. from Special Action Force as Best Senior Police Non-Commissioned Officer for Operations; Police Staff Sergeant Reynald Parentella from Police Regional Office 3 as Best Junior Police Non Commissioned Officer for Administration; Police Staff Sergeant Joel Juan Sayo from Special Action Force as Best Junior Police Non-Commissioned Officer for Operations; NUP (Non-Uniformed Personnel) Marichu Lim as Best Non-Uniformed Personnel from the Directorate for Plans (Supervisory Level); and NUP Loreto Concepcion from Police Community Affairs and Development Group as Best Non-Uniformed Personnel (Non-Supervisory Level).
Police Lieutenant Colonel Lyra Stella Valera of Directorate for Plans will also receive the Medalya ng Kasanayan and Special Award recognizing her immense contribution to the enactment of two PNP priority bills during the 18th Congress and institutionalization of the PNP legislative agenda.
The National Capital Region Police Office under the command of Police Major General Guillermo Lorenzo Eleazar is this year’s Best Police Regional Office.
Other unit awardees are Communications and Electronics Service as Best National Administrative Support Unit; Police Security and Protection Group as Best National Operational Support Unit; Cotabato Police Provincial Office, PRO 12 as Best Police Provincial Office; Zamboanga City Police Office, PRO 9 as Best City Police Office; Ilagan City Police Station, PRO 2 as Best Component City Police Station; Echague Municipal Police Station, PRO 2 as Best Municipal Police Station; Regional Mobile Force Battalion 9 as Best Regional Mobile Force Battalion; Sarangani Provincial Mobile Force Company as Best Provincial Mobile Force Company; and, General Santos City Mobile Force Company as Best City Mobile Force Company.
“President Duterte will also present the Special Unit Award to the Police Regional Office 4A for accomplishing the most number of arrested gun-for-hire suspects in relation to the implementation of COMELEC Gun Ban during the 2019 election period,” said Banac.
“Police Regional Office 6 under the stewardship of Police Brigadier General Rene Pamuspusan will also receive the Special Unit Award as the highest performing regional office in the implementation of the PNP Anti-Crime Strategy “Enhanced Managing Police Operations,” he added.
Meanwhile, the PNP Public Information Office will receive Special Unit Award in recognition of its noble contribution in PNP’s efforts to implement systematic and comprehensive public information programs through proactive media relations and online platforms.
The Philippine National Police celebrates August 8 as Police Service Anniversary in commemoration of the joint founding anniversaries of the Insular Constabulary established in 1901 and the Integrated National Police organized in 1975, both forerunner organizations of the PNP.
